"With unwilling dogs one cannot catch hares" Dutch proverb meaning that you need motivated people to co-operate with. Here one would say: "cannot catch ducks", the dogs must also be willing which they don't seem to be :). The ducks are "Common Mergansers" (Dutch: "Grote Zaagbekken").
One way or another I found the unusual composition a bit Japanese or Chinese.
This is my first experiment with the photoprocessing program "Gimp". I removed the reflection of a tree at the left edge of the picture which disturbed the smooth light blue water surface. If you look well you can see the traces of removing.
